We are pleased to announce the successful kick-off meeting for Work Package 3 (WP3) on governance and policy analysis as part of the TransScale project. Held online on June 25, 2024, the meeting gathered 13 participants, including representatives from various partner organizations.

Objective

The primary focus of WP3 is to assess existing policy and governance frameworks that support local sharing economy and circular economy initiatives in the partner countries. This work package aims to identify the most effective strategies and policies to promote these innovative economic models.

  1. Introduction and Overview
    o The meeting began with an introduction to WP3, outlining its main objectives and deliverables. These include reports, conference papers, journal articles, and various communication activities aimed at disseminating the findings.
  2. PESTEL Analysis Framework
    o A PESTEL (Political, Economic, Social, Technological, Environmental, and Legal) analysis framework was proposed to identify factors affecting circular and sharing economy initiatives. A comprehensive list of 57 potential factors was presented for consideration.
  3. Proposed Methodology
    o The suggested approach involves selecting common factors for analysis across all partner countries, while allowing for country-specific factors. The methodology includes desk research, stakeholder interviews, and two workshops to validate factors and develop policy recommendations.
  4. Stakeholder Engagement
    o Emphasis was placed on integrating bottom-up inputs from stakeholders. The need for a focused and resource-efficient analysis was discussed, along with aligning efforts with other work packages (e.g., WP2 on case studies).

Next Steps

The team will draft a detailed description of the workshop guidelines and share examples of PESTEL analysis in similar contexts. Additional discussions will be scheduled after the summer holidays to refine the methodology and plan the upcoming workshops.
